วันที่ 16 มกราคม 2569 นางสาวปวริศา ศิริกุล รักษาราชการแทนผู้อำนวยการสำนักงานเศรษฐกิจการเกษตรที่ 3 มอบหมายให้ นางสาวณรินทร์ภัทร เลขะพันท์รัชต์ นักวิเคราะห์นโยบายและแผนชำนาญการพิเศษ ส่วนแผนพัฒนาเขตเศรษฐกิจการเกษตร เข้าร่วมการประชุมรับฟังความคิดเห็นของประชาชน ครั้งที่ 2 (ปัจฉิมนิเทศโครงการ) โครงการศึกษาความเหมาะสมและประเมินผลกระทบสิ่งแวดล้อมการบริหารจัดการน้ำ โขง เลย ชี มูล โดยแรงโน้มถ่วง ระยะที่ 1 (ระบบส่งน้ำ) พื้นที่จังหวัดหนองบัวลำภู ณ ห้องณัฐพงษ์ 1 โรงแรมณัฐพงษ์ อำเภอเมืองหนองบัวลำภู จังหวัดหนองบัวลำภู โดยมีนายเสฏฐชัย ยุทธเศรษฐสิริ รองผู้ว่าราชการจังหวัดหนองบัวลำภู เป็นประธานเปิดการประชุม และนายฉัตรดำรงค์ หงษ์บุญมี ตำแหน่งผู้อำนวยการส่วนวางโครงการที่ 2 เป็นผู้แทนกรมชลประทาน กล่าวรายงาน โดยมีวัตถุประสงค์เพื่อรับฟังความคิดเห็นและข้อเสนอแนะต่อสรุปผลการศึกษาความเหมาะสมของโครงการ การประเมินผลกระทบสิ่งแวดล้อม มาตรการป้องกันและแก้ไขผลกระทบสิ่งแวดล้อม มาตรการติดตามตรวจสอบผลกระทบสิ่งแวดล้อม ผลจากการรับฟังความคิดเห็นของประชาชนที่ผ่านมา สำหรับนำไปปรับปรุงรายงานสรุปผลการศึกษาให้มีความสมบูรณ์และสอดคล้องกับความต้องการของพี่น้องประชาชนในลำดับต่อไป
ผู้เข้าร่วมประชุม ประกอบด้วย กลุ่มประชาชนที่คาดว่าจะได้รับผลกระทบจากโครงการ กลุ่มเกษตรกร กลุ่มองค์กรผู้ใช้น้ำ กำนัน ผู้ใหญ่บ้าน ผู้แทนส่วนราชการที่เกี่ยวข้อง องค์กรพัฒนาเอกชนด้านสิ่งแวดล้อม สถาบันการศึกษา คณะกรรมการลุ่มน้ำ สภาเกษตรกร สื่อมวลชนและประชาชนทั่วไปที่สนใจจากพื้นที่อำเภอโนนสัง เมืองหนองบัวลำภู สุวรรณคูหา จังหวัดหนองบัวลำภู มีผู้เข้าร่วมการประชุมรวมจำนวนทั้งสิ้น 185 คน
ROAE 3 Attends the 2nd Public Hearing (Final Project Orientation) on the Feasibility Study and Environmental Impact Assessment (EIA) for the Khong-Loei-Chi-Mun Gravity-Fed Water Management Project, Phase 1 (Water Distribution System) in Nong Bua Lamphu Province
On January 16, 2026, Ms. Pawalisa Sirikul, Acting Director of the Regional Office of Agricultural Economics 3 (ROAE 3) assigned Ms. Narinpat Lakapunrat, Policy and Plan Analyst, Senior Professional Level from the Agricultural Economic Zone Development Planning Division, to attend the 2nd Public Hearing and Final Project Orientation. The session, held at the Nattapong Hotel in Nong Bua Lamphu, focused on the Feasibility Study and Environmental Impact Assessment (EIA) for the “Khong-Loei-Chi-Mun” Gravity-Fed Water Management Project, Phase 1 (Water Distribution System). The meeting was presided over by Mr. Setthachai Yutthasethasiri, Vice Governor of Nong Bua Lamphu, with the project report delivered by a representative of the Royal Irrigation Department.
The primary objective of this final orientation was to present the project summary and gather comprehensive feedback on the feasibility results, environmental impact assessments, and proposed mitigation and monitoring measures. By engaging with the public, the project team aims to refine the final report to ensure that technical solutions and environmental safeguards align with the actual needs and concerns of the local community. This inclusive process is vital for the sustainable implementation of the water distribution system in the province.
The meeting was attended by a total of 185 participants from the districts of Non Sang, Mueang Nong Bua Lamphu, and Suwannakhuha. This diverse group of stakeholders included affected residents, farmer groups, water user organizations, and local leaders such as sub-district and village headmen. Furthermore, representatives from relevant government agencies, environmental NGOs, academic institutions, the River Basin Committee, the Farmers’ Council, and members of the press were present to ensure a transparent and well-rounded discussion.
