วันที่ 6 สิงหาคม 2568 นางสาวอุษา โทณผลิน ผู้อำนวยการสำนักงานเศรษฐกิจการเกษตรที่ 3 เป็นประธานการประชุม จัดประชุมระดมความคิดเห็น (Focus Group) เรื่อง “การศึกษาการประกันภัยสินค้ายางพาราในพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน”(อุดรธานี เลย หนองคาย หนองบัวลำภู บึงกาฬ สกลนคร และนครพนม) ณ ห้องประชุมเทสรังสี ชั้น 3 ศาลากลางจังหวัดสกลนคร ตำบลธาตุเชิงชุม อำเภอเมืองสกลนคร จังหวัดสกลนคร และเสนอให้ที่ประชุมทราบถึงความเป็นมาในการศึกษาการประกันภัยสินค้ายางพาราในพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน และการรับฟังความคิดเห็นจากทุกภาคส่วน เพื่อจัดทำข้อเสนอแนะเชิงนโยบายและมาตรการในระดับพื้นที่ และนางสาวณรินทร์ภัทร เลขะพันท์รัชต์ นักวิเคราะห์นโยบายและแผนชำนาญการพิเศษ นำเสนอผลการศึกษา เรื่อง กการศึกษาการประกันภัยสินค้ายางพาราในพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน ได้แก่ ข้อมูลทั่วไปของครัวเรือนเกษตรกรและลักษณะการผลิต รายได้ รายจ่าย หนี้สิน ข้อมูลการเกิดภัย ความเต็มใจจ่ายเบี้ยประกันภัย ความเต็มใจรับด้านวงเงินคุ้มครองที่ต้องการ และรูปแบบความต้องการประกันภัยยางพารา เพื่อนำเสนอแนวทางและมาตรการการประกันภัยสินค้ายางพาราในพื้นที่ภาคตะวันออกเฉียงเหนือตอนบน และขอความคิดเห็นจากที่ประชุม ทั้งนี้มีหัวหน้าส่วนราชการและผู้แทนหน่วยงานในและนอกสังกัดกระทรวงเกษตรและสหกรณ์ จังหวัดอุดรธานี เลย หนองคาย หนองบัวลำภู บึงกาฬ สกลนคร และนครพนม และเกษตรกร ในจังหวัดสกลนคร เข้าร่วมประชุมหารือ 50 คน
ROAE 3 Organizes Focus Group Discussion on “Study of Para Rubber Insurance in the Upper Northeastern Region”
August 6, 2025 Ms. Usa Tonphalin, the Director of the Regional Office of Agricultural Economics 3 (ROAE 3), chaired the focus group discussion on “Study of Para Rubber Insurance in the Upper Northeastern Region” (covering Udon Thani, Loei, Nong Khai, Nong Bua Lam Phu, Bueng Kan, Sakon Nakhon, and Nakhon Phanom provinces) at the Thetsarangsi Conference Room, 3rd Floor, Sakon Nakhon Provincial Hall, Thatchoengchum Sub-district, Mueang Sakon Nakhon District, Sakon Nakhon Province.
The meeting was informed about the background of the para rubber insurance study in the Upper Northeastern region and gathered input from all sectors to develop policy recommendations and area-level measures. Ms. Narinphat Lekhaphanrat, Senior Policy and Planning Analyst, presented the study findings on “Para Rubber Insurance Study in the Upper Northeastern Region,” including:
general information about farming households and production characteristics, income, expenditure, and debt data of farming households, disaster occurrence information, willingness to pay insurance premiums, willingness to accept desired coverage amounts and preferred forms of para rubber insurance. The presentation aimed to propose approaches and measures for para rubber insurance in the Upper Northeastern region and sought input from the meeting participants. The discussion was attended by 50 participants, including government department heads and representatives from agencies both within and outside the Ministry of Agriculture and Cooperatives from Udon Thani, Loei, Nong Khai, Nong Bua Lam Phu, Bueng Kan, Sakon Nakhon, and Nakhon Phanom provinces, as well as farmers from Sakon Nakhon Province.
